Angela Addison Freeman is the General Counsel for the Architect of the Capitol (AOC). As General Counsel, she leads a dynamic legal team that provides advice and counsel on matters involving appropriations and fiscal law, agency policies, construction and service contracts, employee relations and labor management, environmental issues, new and proposed legislation, occupational safety and health matters, and real estate.

Freeman also provides legal advice to the Architect and other agency managers on a broad variety of legal issues; works to ensure compliance with applicable laws and protect the agency from legal liability; provides legal counsel to the Architect and Chief Security Officer on matters regarding the U.S. Capitol Police Board, the policy setting body for the U.S. Capitol Police; and serves as the AOC's Ethics Officer.

Prior to becoming General Counsel, Freeman served as Deputy General Counsel at the AOC.

Professional Experience

Freeman came to the AOC from the D.C. Department of Transportation (DDOT), where she worked on legal issues associated with the D.C. Streetcar, to reintroduce streetcars to the nation's capital; the D.C. Circulator bus service, a unique public-private partnership that links cultural, entertainment and business destinations within the city's central core to District neighborhoods; and the Capitol Bikeshare Program, the first such bike-sharing project in North America.

Freeman previously worked at the law firm of Van Ness Feldman, where she served as an associate attorney representing public and municipal utilities before the Federal Energy Regulatory Commission (FERC). She also provided governmental policy advice to Alaska Natives on natural resources issues, including the congressional debate to drill for oil and gas in the Arctic National Wildlife Refuge (ANWR).

Freeman began her professional career as a Petroleum Engineer with the Exxon Corporation in New Orleans, Louisiana.

Education

Freeman earned a Bachelor of Science degree in Electrical Engineering from Southern University and a Juris Doctor degree from Loyola University.
